org.richfaces.renderkit.html.ToolBarRendererBase.insertDefaultSeparatorIfNeed
getUtils().writeAttribute(writer, HTML.alt_ATTRIBUTE, "") will never create the
alt tag.
The RendererUtils.shouldRenderAttribute returns false when length == 0.
This causes 508 Standards to fail.
