This is fixed for a RichFaces 3.2.0 trunk ( by custom LRUMap implementation, based on the
JDK LinkedHashMap class ).
These changes should be merged to a RichFaces 3.1.4 release

AjaxStateManager restores states in funny order (not as expected and described in
comments)
The reason most probably that there is a bug in Apache Commons Collections LRUMap
implementation
( that is described in https://issues.apache.org/jira/browse/COLLECTIONS-279 )
The effect of such behavior - command links do not work in dataTable with dataScroller
after the page has been changed.
