This patch solves issue with broken positioning in scrolled elements, however dropDown
still could be cut off on bottom of the table. This issue may be worked around, see
comments for [1].

When a rich:dropDownMenu is used in a rich:extendedDataTable, the rows that appears near
the bottom doesn't display the drop down popup. See the attached file.
