First of all the design of these components should be unified, I think. After the design
is done I can say how large the changes would be. Btw. I don't think that they will be
really huge, they will be time-consuming since new design should be retested in all
browsers.

The 4 panel types with headers have by default diffrent layouts and heights:
- rich:panel, rich:accordionItem, rich:collapsiblePanel, rich:popupPanel have different
header hights.
- rich:panel, rich:collapsiblePanel have a white space between border and header, while
ch:accordionItem, rich:popupPanel have no such white space
