I have a similar problem using 3.3.0 BETA 4.
Chrome does not do anything regardless of the mode=server|client|ajax or
immediate=true|false
Should I create a new issue or piggy back off this?

A JavaScript error breaks a panelMenu operating in mode="server". The problem
appears to be with the prototype.js function up, which does not find the enclosing form
when a panelItem is clicked on.
The demo app works, but it uses the panelMenu in mode="ajax". However, the
"View Source" function in the demo does not work, again because of JavaScript
errors.
