The bug has been fixed in 3.3.2-SNAPSHOT, now UITree#isExpanded() returns correct value.
It would be nice to have an easy way to tell if a node is
expanded/expanding in the changeExpandListener.

There doesn't seem to be an easy way of telling if a node is expanded/expanding in
the changeExpandListener. Calling UITree.isExpanded() always returns true because the node
is either expanded already or is queued to expand.
