Not a bug we think. We provides the limitation for files that could be uploaded. If the
interface reflects some info about uploads satus user will always know the count of files
he uploaded and so on.. Reseting the value also available by just reRendering. So the
correct beahviour could be implemented using these points.

It would be nice to have a property on the fileUpload component that lets the user define
the maximum number of files in the upload file-list.
The already existing property "maxFilesQuantity" lets the user define the
maximum number of times the user may upload a file. However, if the user clears one or
more files in the upload list (due to wrong file selection etc.), this property is
completely useless.
I suggest that a new property is added to control the maximum number of files allowed in
the upload file-list, or that the already existing property "maxFilesQuantity"
is changed to reflect this behaviour.
