Mark hit it, but also consider that we don't want to tie an extension to only working
in a web container, but still want to be able to load this metadata file (only way to load
it is via the ServletContext API).

There is currently no portable way for extensions to get access to beans.xml files
installed in WEB-INF/lib, as CDI starts up before the ServletContext is availible.
This would be useful for extensions that wish to add extra information to beans.xml in a
different namespace.
