This could allow to add annotations to existing annotation attributes. For example this case is needed for annotations {{@CacheResult}}, {{@CacheRemoveEntry}} and {{@CacheRemoveAll}} from JSR-107 which haven't annotation attributes annotated with {{@NonBinding}}.
