The JCP.Next has added the role of "Members". Basically, to be "officially" part of the Expert Group you need to sign the JSPA (https://jcp.org/aboutJava/communityprocess/JSPA2.pdf), apply to be a JCP Member (https://jcp.org/ja/participation/membership_submit) and then the Spec Lead gets you in (or not). If you are not officially a JCP Member, you can be a "Member" (https://java.net/jira/browse/JCPNEXT4-8).
