Plugin installation on windows should work fine. Can you check your
~/.forge/plugins/installed.xml to see if there is an old version of the plugin that is
registered but does not exist?

After reading the source code, I'm wondering if the lookup mechanism is compatible
with Windows because of backslash character... (see jboss-modules : ChildPathFilter)
Anyway, has anybody tested custom plugin installation successfully on windows ?

New subject: Forge 1.0.0-beta3 : problem installing locale command
Ok I just worked around the problem, the HOME system property was targeting a network
'user' drive, I changed it to target my local document folder, and it works !
By the way, there is something weird with this workaround, because even with HOME set on
my network 'user' drive, the forge was creating a .forge folder in the local
document folder. And the startup stack trace was referring to the my local drive, not the
network drive. I hope I'm clear...

Ok, so when HOME was set to the network drive, Forge was still creating
~/.forge on the local filesystem? Interesting. I'll have a look at that.

By the way, there is something weird with this workaround, because even
with HOME set on my network ‘user’ drive, the forge was creating a .forge
folder in the local document folder. And the startup stack trace was
referring to the my local drive, not the network drive. I hope I’m clear…

Plugin installation on windows should work fine. Can you check your
~/.forge/plugins/installed.xml to see if there is an old version of the
plugin that is registered but does not exist?
