Sounds like you run the installer with a JRE and thus the default configured Java runtime is this JRE. You can do one of following: A) re-run the installer and make sure on the Java runtime selection page you actually point to a JDK and not the default JRE on Windows B) goto preferences in eclipse and find "Java > Installed JREs" and manually add your local installed JDK and then make sure that is the JDK that is used when launching the server.
