We would need to audit all uses of this, and any subsystem that is affected would need to
have its management API version bumped.
Other than that I have no real objections.

But please note that even if we do change default to true, it would still not work for
all use cases as many subsystems still do not properly parse xml / read model to actually
benefit from this
but it would still solve many issues when all rules are obeyed but attribute was not
marked to support expressions.
