All classes from the WS-Trust API module (except for WSTrustClient) have been moved to the
core module. Referenced classes such as IDGenerator and XMLSignatureUtil were also moved.

The API should be classes that the developer uses. The WS-Trust client api certainly
falls here.
Currently the ws-trust code including the plugins need to go into core.
