Only becomes relevant when the services are removed from the subsystem. Currently when the
handler is closed when the service is stopped.

With some help from DML it's determined that it would be better to flush rather than
close. Probably use a service listener to invoke the flush on write handlers. When a
handler of any kind is removed, {{close()}} is already invoked.
Logging subsystem should invoke Handler.close() on shutdown/removal.
