JIRA target for the next version

I'm resolving several of my issues as "later" because I don't know what
our next release version is.
If it turns out to be 3.0, there is no 3.0 target in JIRA yet.
Feel free to correct me if I'm "doing it wrong" ;)

Docs projects should be fully-qualified names to prevent workspace
import conflicts.
