Target Platform 4.60.0.Final (not SNAPSHOT) is now building [1] and
I'll publish it to nexus tonight then update the parent pom and job
configs to use the non-SNAPSHOT version.

We fast-tracked this change (rather than announcing it & waiting for
review) due to the obviously compressed timeline and need to have it
done TONIGHT.

It turned out that Eclipse is going to include the fixed Docker tools

their Neon RC4 respin-b.
After discussion with Nick and Len we decided to include to update our TP as
well.
So, devstudio 10.0.0.GA respin-b we are building for that branding stuff
will include the updated Neon RC4-b (the only difference for us is the
updated Docker Tools with that memory leak fix).
