It's two bugs actually:
a) support including plugins in the marketplace UI
b) support a better way to import a list of IUs via the Marketplace
config web UI (if we switch from 30 features in JBT to 100s of plugins,
maintaining that in the current web UI will be a nightmare without a way
to just import a file)
