license question, Tools vs JBDS

Hi
I'm seeing license text in the JBoss Tools plugins stating they are LGPL
2.1, but my version of JBDS (1.0.0) is EPL 1.0. Is that correct? Is
there some reason that JBDS has to be EPL or was that just a decision
made for the product?
Are any of the JBTools modules not LGPL?
