FYI: jbosstools 4.4.4.AM3 & devstudio 10.4.0.AM3 staged bits will be delayed

In case you hadn't noticed already, the builds that should have been ready about 12 hours ago are not due to a number of server issues. I'm working on a workaround but it's requiring some unforeseen hacking, which has taken more time than I had hoped. BE IT RESOLVED: Remove PMD from Central & re-enable Central for RPM users

Back in November 2016 we disabled Red Hat Central from within the devstudio rpm [0], since much of the content in there would cause the devstudio install to break (conflicting dependencies, use constraint violations). As of today, all the JBoss Tools, Integration Stack, and 3rd party connectors in Central can be installed into the devstudio when installed via rpm, except ONE: PMD [1]. Therefore, I think it's time remove that one problematic connector, PMD, to allow us to bring Red Hat Central back into the rpm user's experience. Since PMD is also available from the Eclipse Marketplace [2], it can easily be installed by users that way without the need to ALSO include it in Central. Just a reminder that the code freeze for the above projects is today. Build will run over night and be pushed to staging tomorrow, barring unforseen issues (like another Jenkins crash, as we had yesterday). Please have all your commits done by noon EDT / 6pm CEST. If you need more time, please let me know! Note too that I plan to update the 4.63.x target platforms (Neon.3) later today to pull in a fix for Webtools.common [1].
