we *really* need to add a "check what we are releasing is versioned newer than past
releases" check into our release processes.
The right thing to have done here was to do a commit so the release actually would have
newer versions than the previous (alpha?) bits.
Paul - let us know if it gives problems (p2 updates might ignore these) and we would need
to do a Locus 1.1.1.
