This was never a UI error. You filed that bug after trying to write unit
tests.
It's a completely unexperienced error when trying to create runtimes via
the UI. The new runtime wizard always makes sure the name isn't in use
already and does not allow null as a value.
It's completely irrelevent to anything the user will ever experience.
