Is change to the code required? Or just change to the build system?

Currently, only birt-wtp-integration-sdk-2_3_0.zip is required for
building jboss tools.
Since bug
https://bugs.eclipse.org/bugs/show_bug.cgi?id=235206 is
fixed, it is possible to refactor the birt feature so that it doesn't
depend on birt during build time.
