[jbosstools-dev] QE Approval for JBT 4.9.0.AM3 release - master branch is unfrozen

Devstudio QE and Fuse Tooling QE is done with testing.
JBoss Tools 4.9.0.AM3 is ready to be released. The sign-off document is
