So instead of just providing a parent pom, we'd also have to provide a
sample settings.xml file to give people a list of available repos from
which to resolve upstream bits, be they staging composite, nightly
aggregate, dev milestone, or latest release?
That sounds like it'd be MORE work to set up than just `mvn install` :(

For JBoss Tools it is "fine" for now since the pom is not exposed to users of
jboss tools unless you are actually a subbuild of jboss tools. But optimally neither of
these should be in the parent pom. These settings should be received from settings.xml.
For SwitchYard core its a challenge because of how it is actually used as a dependency
from "external/normal users".
