In fact, {{JavaScriptService}} include scripts to be executed within
{{<oncomplete>}} section of partial update.
But it is added only in case when AJAX was triggered from RichFaces component.
In the case of attached sample, {{f:ajax}} was used to trigger partial update of
{{rich:message}}. When it is changed to {{a4j:ajax}}, the sample works fine.
rich:validator does not work after re render (ajax)

When you have a simple inputText component with rich:validator inside, validation works
perfectly when you move focus away from the component - validation messages display, e.g:
{code:xml|borderStyle=solid}
<h:inputText id="mytest1"
value="#{profileBean.profileUser.firstName}">
<rich:validator/>
</h:inputText>
<rich:message for="mytest1"/>

If the above code resides in a panel, which is conditionally rendered, then
<rich:validator> ceases to function when you re-render the panel with ajax, eg:
