The second panelBarItem has an attribute rendered="...". If the rendered attribute evaluates to false, then a corrupted html page is produced (both with IE 7 and FF 3beta2). Screenshot will be attached. This issue is new, and wasn't there in 3.1.3 If the rendered attribute evaluates to true, then everything is fine.
