simpler alternative: (above will also work)
Other than specifying the <domain-name> on "DomainOrder" property the
other domain specific properties on the "deploy.properties" are no longer
needed. The code will look for "memebership-<domain-name>.properties"
file in the classpath, if that properties file is found then it will use properties inside
that properties file to decide if/how that specific domain is to be initialized.

Add the "membership" service. Should support implementations for LDAP and File
based. Also, user should have an option to turn this OFF through configuration, which
resembles with current embedded's functionality.
