Updated the logic to test the value based upon the absolute value and use the us locale
for the formatting.
This does bring up an issue that the format is not generally what you want for approximate
numeric literals and any platform that supports scientific notation we should use the
scientific notation literal instead. For now only the Teiid source was updated to support
scientific notation, but this should be checked for the other sources as well.

Description: Some kind of queries ends with SQL syntax error (or incorrect result)
because of real numbers are translated to locale-specific-string (e.g. -24 => -24,0 for
sk_SK locale).
Testing environment:
a) Locale: sk_SK (Slovakia), cs_CZ(Czech)
b) OS: fedora 20
c) arch: x86_64
d) java: sun 1.7, openJDK_1.7
