With the recent changes to the module filesystem hierarchy and the goals
of the layered distribution [1], I think the "module" CLI command needs
a relook in terms of its expectations. For example, it allows users to
add/remove modules (module --help on CLI has the entire details), but
are those modules going to be considered "user" modules? And what would
"module remove" behave like - would it remove a user module (i.e.
_don't_ look under the <module-home>/system/....) path?

Yes, these questions came up before. There is the patching mechanism in
the development, which of course includes module updates/changes and is
supposed to do it properly, not what the CLI provides at the moment.
So, all the module-related operations in the CLI have been postponed
until after the strategy of patching has been figured out. Especially
for the domain mode.

Yes. They weren't distributed by a layer or add-on.
And what would
"module remove" behave like - would it remove a user module (i.e.
_don't_ look under the <module-home>/system/....) path?
I'd prefer not. If a user wants to perform surgery on the AS, they have
other mechanisms than this command.
