Can somebody explain the relation between domain (a) and server group (b) deployments?
Is b) simply a reference to a)? Or are these two distinct sets?

Server groups belong to the domain but are a subset.

You mean: "server group deployments" ... are a subset.
In that case you would need to create a domain deployment first and then reference it
from a server group, right?
Yes, deployments are managed at the domain level and then mapped onto
server-groups. This is basically what the deployment plan does for you -
it adds the deployment to the domain and then "rolls" it out to the
server-groups.
