I don't understand how you can set a selector when defining a queue. This is done
when a consumer creates a session. So, why is there an option to set a selector on a
queue in the web console?

Should not be able to set a selector on a queue. Selectors are used by clients creating
consumers of destinations. If the intent was to provide up front filtering of messages
arriving in the queue then the option should be renamed and added to topics.
