I started to debug this and we get a change report
(ContainerStateMonitor.ContainerStateChangeReport) from the
modelController.awaitContainerStateChangeReport() that contains the failure. In the
following call stack, we are checking if this is a missing service case and otherwise seem
to ignore the failure. This is my first look at this side of management, so I could be
missing something. ;)
