When nobody is logged in, then the behaviour of Cache test with partialRefresh is very
unpredictable. For example clicking on Counter portlet - action link increases the value
from 1 to 2 but clicking to render decreases value back to 1. When some user (admin or
user) is logged in, the behaviour is good.
