Yes, exactly - I'm issuing a GET-request (manually by editing the url address input of
the browser). In this case browsers seem to neglect the correct utf-8 encoding of the url
before doing the url encoding).

Entering urls containing German Umlaute (e.g. ΓΌ = %FC) throws an
ArrayIndexOutOfBoundsException in FastURLDecoder.
E.g. Entering "http://localhost:8080/portal/?test=%FC"
throws the following exception:
