In each "feature" - there is a map that is used to track what assets are open
(via using UUID as the key) - I guess if the package one looked in the map for the
"rules" feature, then it would know it is open - and either switch focus to it
or pop up an error that it is already open.
My only concern is that at the moment all the "features" - eg Info, Packages,
Rules, Admin, Deployment are all completely decoupled in the GUI - so this has to have
some design thought put into it (please consult me).

I made it a static map in JBRMSFeature, need to talk with you about some singletons in
brms, shouldn't we use some IoC container like pico, to manage dependencies. Indeed
avoid use singletons will make everybody happy :)
