Resolving as I believe this is now out of date and was actually fixed in 7.1.2.Final. The
behavior you reported was because the deployment scanner for deployments/ did its first
scan after boot. Boot just told it to start scanning. Making that initial scan part of
boot is something we added in 7.1.2.

When starting an instance, it would be nice to have a logging message showing that the
server has started with the applications in an amount of time. Not unlike the server boot
time shown in the first screen shot.
