Yes. Pretty much any test that uses reload at the moment has a low chance of randomly
failing. Even though the chance is low a lot of tests use it, so we do see failures due to
this in the test suite.
The reason for the failure is that the process state is not updated immediately, so it is
possible that ServerReload can see the original 'RUNNING' process state if the
reload is a bit slow, which results in it returning thinking that the reload has
completed. The test then runs against a server that is reloading and will fail (and often
a chunk of subsequent tests as well). This is a common cause of intermittent failures in
CI.
ServerReload should wait before checking process state
