This is still wrong i my opinion / from my understanding.
Looking at http://xmlns.jcp.org/xml/ns/javaee/connector_1_7.xsd I see:

If there is no reauthentication-support specified as part of
this element or metadata annotation, then the application server must consider
that the resource adapter does not support re-authentication of

So it's not a mandatory element and default value has to false when not given.
Anyways, required or not, a NPE should not happen at all.
