Thank you for posting this, I happened to have the same issue I think. On a project I was doing frequent daily Java code change, without rule changes, but I experienced I had to 'mvn install' anyway; this confused me, as I didn't want to touch the rules at all.
Thanks to your description I think I understand better now.
