Use case:
when we make a change to a rule (after commit, or before possibly), need to be able to see
what packages reference that rule, or a previous version of that rule.
Specifically, if we make a change to a rule, we need to know what packages will need to be
forcibly updated with the latest version (as some packages can refer to an old version of
a rule). For packages that stay with head, this should already work with getReferences()
(but we can still have an API to hide it).
