Resolution: Done
The configuration has changed so destinations and connection factories are configured
differently so the jbm-config file no longer needs hot deploy. The new config files that
handle queues.xml and jbm-jndi.xml are now hot deployable.

Since Destinations and connection factories are now simple pojos and not mbeans they are
not redeployed when the config is changed. we need to add this so we don't regress
functionally
