How does this relate to phasing? Phasing is the process where you run 10 minutes tabu
search, 10 minutes simulated annealing, 10 minutes great deluge, 10 minutes tabu search,
... sequentially after one another on the same problem continue-ing on the results of the
previous solver.

Bilgin reported better results with metaheuristics on the PAS problem then tabu search,
so it will probably be a good idea to implement a metaheuristics solver.
