There's a difference between a neighbourhood and a MoveFactory. A MoveFactory
represents all the moves of a single move type (=class), but a neighbourhood can represent
a subset of those, or even of several move factory's.

Bilgin reported better results with a hyperheuristic on the PAS problem then tabu search,
so it will probably be a good idea to implement a metaheuristics solver.
