The most official answer is to use standards, and uri encoding is not one of them
(especially using the entity body encoding as its encoding). The system properties allow
other configurations.

I need to set URIEncoding and useBodyEncodingForURI in jbossas7 but I
didn't find any way of doing it. The way it can be done in previous
versions can't be applied because server will not start up properly.
It would be great if you could configure connector like that:
<Connector name="http" protocol="HTTP/1.1"
socket-binding="http" scheme="http" URIEncoding="UTF-8"
useBodyEncodingForURI="true"/>
