I've added a note to the release notes that states the ruleflow .rf file format has
been deprecated. (But the release notes flag has been set to '-', this is just so
the release notes script doesn't try to add a release note twice, as the notes in the
deprecated section are added manually).

standard output saying: "RF format usage detected. This format is deprecated and will
