Also consider "phasing", but do not confuse "hyper-heuristics" with
"phasing".
hyper-heuristics: use different move factories in parallel
phasing: use different solvers algorithms in sequence. For example, 20 minutes simulated
annealing 5 minutes tabu search (this is really powerful)

Bilgin reported better results with a hyperheuristic on the PAS problem then tabu search,
so it will probably be a good idea to implement a metaheuristics solver.
