It doesn't make much sense to separate that information: why should an admin look at 2 different places to learn everything there is to know about Portal? Chapters could be structured with an overview, then how to proceed in the GUI then a more detailed look (if required). This is kind of the approach I took with the WSRP chapter and I think it works quite well.
