Added event PREPARE_VIEW that is passed up/down stack right after we construct a new view.
Thus any protocol or building block can append a payload to a new view to be installed.

View installation is one of the most important events in group/cluster communication.
However, currently we do not allow building blocks to append any custom data to views
being installed. At coordinator, during view preparation, building block should be
notified that a new view is being created so that building block can append payload to the
view that is going to be installed for the cluster.
