Does branch and bound work with positive weighted constraints? Or only with strictly
negative weighted constraints (= most use cases)?
If not, we need a brute force solver too, for the use cases that use postive weighted
constraints
Planner: new Branch and bound solver, which is a better form of a
brute force solver
